The Office of the Privacy Commissioner for Personal Data (PCPD) in Hong Kong expressed concern on Thursday, January 15, 2026, regarding the misuse of the AI chatbot Grok to generate indecent content. This issue has raised alarms across multiple jurisdictions, prompting the PCPD to contact the relevant organization for more information. The watchdog emphasized that the use of personal data with AI chatbots for content generation must adhere to the Personal Data (Privacy) Ordinance (PDPO) and associated data protection principles. It also cautioned that the improper or malicious creation of indecent or harmful photos or videos using AI chatbots could lead to violations of the PDPO and other criminal offenses. Users are advised to secure explicit and voluntary consent before utilizing others' personal data for AI content creation. To help the public understand these risks, the PCPD has released resources such as '10 TIPS for Users of AI Chatbots' and 'Abuse of AI Deepfakes: Toolkit for Schools and Parents'.
